In 2009, a UK BBC / ITV / C4 joint venture "Project Kangaroo". was 'killed-off'.

"A plan by the BBC, ITV and Channel 4 to launch an on-demand video service has been blocked because it posed "too much of a threat to competition"."

A few years later....

In 2018 Sharon White, Ofcom's chief executive, says: "We'd love to see broadcasters such as the BBC work collaboratively with ITV, Channel 4 and Channel 5 so that they have got that scale to compete globally, making shows together, co-producing great shows that all of us can watch.
"I think it would be great to see a British Netflix."

In 1986 the BBC proposed to enter the world of DTH broadcasting...

"The BBC stated the costs were prohibitive, because the government insisted that the BBC should pay for the costs of constructing and launching a dedicated satellite."
