iPlayer loophole to close?

ITV News reports that in a keynote speech at the Oxford Media Convention, culture secretary John Whittingdale  is to close the iPlayer loophole, whereby the TV licence only applies to LIVE TV and not "Catch-up" TV.

ITV News says...

"The BBC estimates the iPlayer loophole will cost around £100 million a year by 2021 to 2022 unless it is closed.

Policing options include asking viewers to sign into iPlayer and monitoring whether the households accessing the service pay the licence fee."

Apparently this will not apply to Sky, Netflix. Amazon etc...

This has got to be a code PLUS user name and password-otherwise Iplayer will become a prescription service with people wanting to pay that and DO WITHOUT their licence fee?
