According to "The Guardian"

The culture secretary (Sajid Javid) has ruled out a review into whether the BBC’s licence fee should be replaced by a voluntary subscription, but said nothing was off the table before the corporation’s next charter renewal.

A report (by Tara Conlan) into the Culture Secretaries' response to Andrew Bridgen, the Conservative MP for North West Leicestershire, whose letter said:-

" “The BBC should be planning for a future without the licence fee and considering subscription-based payment options, as well as the wealth of further opportunities that exist for its worldwide operations.”"
