Meaningless twaddle

Just come across this from an Ariel webpage :
"The BBC has already exceeded 2016 targets, which requires 50% of network TV spend to occur outside the capital, including 17% from Scotland, Wales and Northern Ireland."

As the BBC's hasn't had very much actual staff producing programmes that means absolutely nothing; other than the money going out to the indies, making all its programmes nowadays, being funnelled through a non London based account!

Why should this be a performance indicator anyway?...I doubt it is of much concern to licence payers.
