I put modernising in inverted commas because apart from apparently downplaying the BBC, it seems to me Ofcom want the other PSBs to emulate the beeb!

A few points that stood out for me:
* Increased 'Thatcher' indie quota.
* Incentives for more Regional TV. The beeb does more of that than the others, itv even asked to be allowed to reduce their regional programming!
