According to this article in The Independent" by Adam Sherwin, the BBC is proposing to increase the World Service output.

More TV aimed at Russia and the Eastern Europe States.
Open a Short Wave Service to North Korea.
Increase BBC Arabic Service to North Africa and The Middle East.
Open a news service for Ethiopia and Eritrea on Short, and Medium, Wave.

“Support for this essential expansion is something the BBC would look to discuss with the Government during the upcoming Spending Review.
