(who claim to be the UK's leading consumer web-site with over 13 million users a month)

asks its readers whether they really need a TV licence- stating that if they don't view live TV, and only watch programmes after they have been broadcast, (eg via iPlayer, 4OD etc) then a TV Licence is not required.

The site then lists "20 things you need to know about the TV Licence".
